The Pennsylvania League of Urban schools:

1.  Supports the development and enactment of a basic education funding plan that addresses the issues of adequacy of resources and excellence in educational opportunity for students in our urban schools.

•  Support and participate in the Statewide Costing Out Study (Act 114 of 2006).
•  Promote standards and value added assessment practices that advance academic accountability and professional development.
•  Inform stakeholders on the needs of low-wealth urban school districts on the substantial costs of providing educational opportunity for large numbers of at-risk, high-need students.

2. Supports the development and enactment of a special education subsidy system that is simple, equitable, stable, program oriented, and provides for shared state and local fiscal responsibility.

3. Supports the enactment of legislation that remedies the funding concerns of cyber charter and charter schools.

4. Supports an increase in state resources to address the instructional demands of English language learners.
